สารแสดงความเสียใจจากนายกรัฐมนตรีถึงประธานาธิบดีสาธารณรัฐเฮติ กรณีเหตุการณ์แผ่นดินไหวทางตอนใต้ของเฮติ

เมื่อ วันที่ 14 มกราคม 2553 นายอภิสิทธิ์ เวชชาชีวะ นายกรัฐมนตรี ได้มีสารแสดงความเสียใจไปยังนาย Rene Preval ประธานาธิบดีสาธารณรัฐเฮติ ต่อกรณีเหตุการณ์แผ่นดินไหวครั้งใหญ่ที่เกิดขึ้นทางตอนใต้ของเฮติ เมื่อวันที่ 12 มกราคม 2553 ดังนี้ 

On 14 January 2010, H.E. Mr. Abhisit Vejjajiva, Prime Minister of the Kingdom of Thailand, sent a condolence Note to H.E. Mr. Rene Preval, President of the Republic of Haiti, for the earthquake disaster.

"Excellency,

It is with profound sadness that I have learnt of the massive scale of earthquake in Haiti on 12 January 2010, causing the irreparable loss of lives, properties, and injuries across the capital and the southern part of Haiti.

On behalf of the Government and people of Thailand, I wish to extend my heart-felt condolences  to Your Excellency and, through you, to the bereaved families of those who were affected by this disaster.  With the continuing rise in death tolls and number of injuries,Thailand stands ready to help Haiti alleviate the plight of this calamity.

Thailand cooperates with Mexico in helping Haiti

On 18 January 2010, Foreign Minister Kasit Piromya met with Mr. Alfonso Ascencio Herrera, Charge d’Affaires a.i. of the Embassy of the United Mexican States to Thailand, to discuss cooperation between the two countries in providing emergency aid to Haiti after the massive earthquake.

The meeting is a follow-up to the discussion between Foreign Minister Kasit and Ambassador Patricia Espinosa Cantellano, Mexican Foreign Minister on 16 January 2010 during the 4th Forum for East Asia-Latin America Cooperation (FEALAC) Foreign Minister’s Meeting in Tokyo. At the meeting in Tokto, both sides agreed that Thailand would send her financial assistance, through Mexico, to Haiti  and Mexico would  then use the said contribution to buy and deliver needed goods to the affected Haitians on behalf of the Royal Thai Government.

Foreign Minister Kasit also reiterated Thailand’s determination to continue her close cooperation with the Mexican Government in providing the medium and long term assistance, particularly the medical team and food, to Haiti. He also requested Mexico to help three Thai nationals in Haiti who wish to leave the country via  the Mexican airlift.

Thailand hands over $100,000 financial aid to Haiti
On 21 January 2010 (Mexico’s local time), Mrs. Charuwan Thiemthad, Thai Ambassador to Mexico, as a representative of the Royal Thai Government handed over 100,000 US dollars financial assistance to Mr. Robert Manuel, Haitian Ambassador to Mexico, for disaster relief following the massive earthquake in Haiti last week.

เมื่อ วันพฤหัสบดีที่ 18 กุมภาพันธ์ 2553 ฯพณฯ นางนงนุช เพชรรัตน์ เอกอัครราชทูต ณ กรุงเวียนนา ได้เข้าพบ ดร. ฟรานซ์ วีเดอร์ซิค ประธานหอการค้ารัฐออสเตรียล่าง ที่เมืองเซนต์เพิลเท่น เมืองหลวงของรัฐออสเตรียล่าง  การเข้าพบครั้งนี้ เป็นการแนะนำตัวในโอกาสที่ ฯพณฯ เอกอัครราชทูต เข้ารับหน้าที่ใหม่ในสาธารณรัฐออสเตรีย มรโอกาสการเข้าพบดังกล่าว ฯพณฯ เอกอัครราชทูต ได้มีโอกาสชี้แจงลู่ทางและโอกาสภาคเอกชนออสเตรียที่จะได้ประโยชน์จากเขตการ ค้าเสรีอาเซียน  นอกจากนี้ ฯพณฯ เอกอัครราชทูต ยังได้ชี้แจงว่าในการปฏิบัติหน้าที่ในออสเตรีย จะเน้นเรื่องความสัมพันธ์ทางเศรษฐกิจ และต้องกาารส่งเสริมการเพิ่มพูนความร่วมือระหว่างภาคเอกชนทั้งสองประเทศ เรื่องการจัดการขนส่งหรือโลจิสติกส์ ด้านพลังงาน และด้านเทคโนโลยีสิ่งแวดล้อม

ฯพณฯ เอกอัครราชทูต กำหนดจะเดินทางไปเข้าพบบุคคลสำคัญของรัฐต่าง ๆ ของออสเตรียให้ครบทั้ง 9 รัฐ  ทั้งนี้ รัฐต่าง ๆ ในออสเตรียได้แก่  รัฐออสเตรียล่าง รัฐออสเตรียบน รัฐบูร์เกนลันด์ รัฐคารินเธีย รัฐสทีเรีย รัฐซาลส์บูร์ก รัฐทีโรล รัฐโวราลแบร์ก และกรุงเวียนนา  รัฐออสเตรียล่างมีอาณาเขตติดกับกรุงเวียนนา โดยล้อมรอบกรุงเวียนนาไว้ท้งหมด สถาพภูมีประเทศไม่ได้มีภูเขาสูงมากเหมือนทางทิศตะวันตกและทิศใต้ของออสเตรีย ลักษณะเป็นที่ราบลูกฟูก และมีแม่น้ำดานูบไหลผ่าน มีสถานที่ท่องเที่ยวที่สำคัญและเป็นที่รู้จัก ได้แก่ หุบเขาวาเคา ซึ่งเป็นองค์การยูเนสโกได้ขึ้นทะเบียนเ็ป็นมรดกโลกทางธรรมชาติ เมืองเครมส์ เมืองเมลค์ ซึ่งมีโบสถ์ที่มีชื่อเสียง ฯลฯ

Am Donnerstag, dem 18. Februar 2010 empfing WKNÖ-Direktor Dr. Franz Wiedersich die Botschafterin des Königreichs Thailand, I. Exz. Frau Nongnuth Phetcharatana zu einem Besuch in der Wirtschaftskammer Niederösterreich. On Thursday, 18^th February 2010, Mr. Dr. Franz Wiedersich, Director of the Economic Chamber in Lower Austria, received the Ambassador of the Kingdom of Thailand, Her Excellency Mrs. Nongnuth Phetcharatana, at her visit to the Economic Chamber in Lower Austria. During their conversation, the Thai representative pointed out the chances of the free trade area between the ASEAN states for the Companies in Lower Austria. The Ambassador explained that her main focus   during her term of office in Austria will be in the Economic sector, she wants to promote the co operations between companies in the fields of logistics, energy, environment technology and waste economy in both countries.

Government takes preventive steps ahead of weekend’s rally to ensure security in Thailand

On 9 March 2010, the Thai Cabinet approved the use of the Internal Security Act B.E. 2551 (2008) in the areas of Bangkok and certain districts of seven nearby provinces from 11 to 23 March 2010.

The decision to invoke the ISA is deemed necessary as a precautionary step to ensure law and order, following the assessment by the Situation Monitoring Committee in light of the anti-government rallies announced by the United Front for Democracy Against Dictatorship (UDD) from 12 March 2010 and their intention to move towards Bangkok on 14 March. Given the large number of people expected to attend such rallies, the ISA will enable security agencies – police, military and civilian – to more effectively integrate their effort and take measures provided for under the Act and applicable laws to prevent and mitigate, as much as possible, undue disruption or impact on the safety of the general public.

On 9 March 2010, Thai Foreign Minister Kasit Piromya also affirmed to the diplomatic corps that the Royal Thai Government would do its utmost to provide security for the public, including the diplomatic community, and would do so in accordance with the rule of law and with utmost restraint.

The law does not prohibit nor obstruct peaceful demonstrations held within the bounds of the law. The Royal Thai Government respects people’s constitutional right to peaceful assembly, while the security measures to be put in place would help ensure security and peaceful and orderly assembly of the demonstrators.

Some preventive measures have already been put in place, including setting up of checkpoints and patrols in the inner area of Bangkok. In this connection, additional checkpoints will be set up in Bangkok and other nearby provinces, and there would be temporary closure of a few thoroughfares around important government buildings in order to reserve access for authorised personnel to perform their duties. Rapid deployment units have also been set up to ensure timely responses in case any incident occurs.

Clear instructions have been given to all security agencies that officers exercise the utmost restraint, and should the situation escalate, that they take a graduated response – from light to heavy measures – in accordance with internationally accepted practices, with due respect to human rights principles. Meanwhile, the public have also been requested to be vigilant and report any suspicious activity to the authorities, including to the Bangkok Metropolitan Call Centre by dialing 1555.

For tourists visiting the Kingdom, it should be stressed that foreigners have not been targeted in the on-going political conflict. Be that as it may, foreigners are advised to be vigilant, particularly in the areas where crowds may gather. The Royal Thai Government will continue to step up measures to ensure the safety and well-being of all foreigners in Thailand.

Die Thailändische Regierung setzt aufgrund der gegenwärtigen Unruhen Vorsorgemaßnahmen

Am 9.März 2010 hat das Thailändische Kabinett die Ausführung von Sicherheitsvorkehrungen in der Gegend von Bangkok und sieben umliegenden Provinzen angeordnet. (Grundlage hierfür ist das Gesetz für innere Sicherheit von 2008).

Dies geschah vor dem Hintergrund der von der „Vereinten Front für Demokratie gegen die Diktatur (UDD)“ angekündigten Demonstrationen und ihrer Absicht, am 14. März 2010 nach Bangkok vorzurücken.

Die  sehr hohe Anzahl der zu erwartenden Demonstranten berechtigt zur Anwendung der besagten Rechtsvorschrift, sodass verstärkt zivile, polizeiliche und militärische  Maßnahmen zur Unterdrückung oder zumindest Verringerung der Unruhen getroffen werden können: Dies dient zu einem möglichst breitgefächerten Schutz der Öffentlichkeit.

Das Gesetz verbietet allerdings nicht friedliche Demonstrationen, die im Rahmen der Rechtsordnung stattfinden, da die Thailändische Regierung das verfassungsrechtlich geschützte Recht zu friedlichen Versammlungen  achtet.

Einige der erforderlichen Präventivmaßnahmen sind bereits getroffen worden, etwa die Aufstellung von Kontrollstellen und Streifen in Bangkok und seiner Umgebung. Zudem werden einige Verkehrsflächen um Regierungsgebäude  vorübergehend gesperrt werden, sodass die zuständigen Abgeordneten und Mitarbeiter ihren Dienst verrichten können. Sollte es zu Zwischenfällen kommen, wird durch bereits vorbereitete Einsatzmannschaften rasch reagiert werden.

Weiters ist allen Sicherheitsbehörden  die Anordnung erteilt worden, äußerste Zurückhaltung auszuüben, und nur im Falle einer Eskalation der Lage adäquate Maßnahmen zu ergreifen- leichte bis, nur wenn nötig,  härtere Eingriffe sollen im Einklang mit den Prinzipien der Menschenrechte und international anerkannten Methoden gesetzt werden.

Die Öffentlichkeit wird zur Wachsamkeit aufgerufen, jeder verdächtige Vorfall möge dem städtischen Telefondienst in Bangkok unter der Rufnummer 1555 weitergeleitet werden.

Touristen in Thailand sind nicht Angriffspunkte in der derzeitigen politischen Konfliktsituation. Es wird dennoch dazu geraten, aufmerksam zu bleiben, insbesondere in der Nähe von Menschenansammlungen. Die Königlich Thailändische Regierung wird weiterhin für den Schutz und  das Wohlergehen aller Ausländer, die sich in Thailand aufhalten, sorgen.
